Where can I file a complaint or how can I get a result in the fastest way possible?
If they don't meet the nine month deadline, you can file a complaint with either the Parliamentary Ombudsman or the Chancellor of Justice.

you can still travel without informing them (you can update ur travel history once u get back) even if they arrive at a decision when u are outside finland your residence permit is still valid and works so you can get back .

Any date. They are free to change anything in the proposal.
