Can't confirm that. My daughter has just recently started to visit the kindergarden we wanted for her, in a 5 minute walk from home. It took a few months between submitting the application and getting a confirmation.

Or you could just travel without any kind of ticket like most people do. Beware, I saw certain blue uniformed people at a tram stop yesterday. Surprise cordons at metro platforms ( after you've passed the gates and went down the escalator, so turning your back only exposes you as a perp) happen too.
