I'm a Swedish citizen with a Swedish car, and I might spend a lot of time in Finland from now on. Sometimes it might end up at 6-8 months per year. My address, home, job, family and everything is in Sweden and most of my things are there as well, so in a way it's the fixed place that I return to for "personal reasons", but at the same time one could apparently consider Finland my permanent place of living due to how long I might be staying sometimes (https://www.vero.fi/en/individuals/vehi ... r_taxatio/). But maybe it won't be next year, so I'm not really eager to import it to Finland only to potentially have to import it back later... I consider myself a tourist since I haven't committed to moving to Finland, but I'm not really sure anymore how the authorities would define me. They don't give any examples of precedence either.
I read that it's fine as long as I don't actually USE it more than ~183 days per year (and I use it pretty rarely), "The vehicle is used for a maximum of 6 months during a period of 12 months." (https://www.vero.fi/en/individuals/vehi ... -vehicles/), but what does this mean exactly? I figured there must be a reason they use the word "used" and not e.g. "located". Does it have to be "decommissioned" ("liikennekäytöstäpoistettu"/"avställd") formally so that if anyone would ask, I can show my history of putting the car off from the Swedish transport agency to prove that I haven't used it more than those ~182 days?
Does anybody have any experience with either of these issues?

When in doubt: "You can request the Tax Administration to issue a decision on what country is your country of permanent residence based on the account provided. The decision is valid for a maximum of one year at a time. In MyTax it's possible to ask this question from the tax administration directly with the messaging function.
