Is the citizenship application outside of the RP process?

If you are eligible to apply for citizenship but your residence permit is also about to expire, do you have to apply for both an RP extension and for citizenship (and pay both fees)? Or can you only apply for cititzenship and stay while your application is being processed, similar to when your RP is expiring and you apply for an extension. While reading the Migri website, it reads as though the citizenship application processing period does not "replace"/"extend" the need for a valid RP. Any info would be appreciated!
