I’m building now in rural Finland. And don’t speak the language. The building code is necessarily very strict and as such new construction is expensive. To pull off a consented new home will take about E 2,000 sq/m plus the cost of land if you can do some of it yourself. So good luck , in the end it will be quite an adventure
