I'm getting married in Finland in the fall. How long before we can move elsewhere within the EU member countries? I know my fiancee can work, but can I?

You'll need to apply for a residence permit for whichever EU country you wish to live in. Having a permanent residence permit in Finland does not allow you to take up residence in another EU country. If you wish to apply for Finnish citizenship based on your spouse, you'll need to have lived in Finland for 4 years of which 3 of those you've been married. On top of that you'll need to speak fluent Finnish or Swedish.
