Tax rate vs Additional withholding rate?

Hi,

I moved to Finland in August 2018 and got a part-time job which started from the 1st of November. I created my tax card a few days back, I am a little confused as to what is the additional withholding rate on my card? Is it the percentage that will be deducted from my salary?

These are the details:
Tax rate: 0,0 %
Additional withholding rate: 28,5 %
Income ceiling: 5 000,00 €

It is the tax percantage for earnings exceeding the amount (income ceiling) used for the base tax rate.
