Police camera didn’t flash but I got a bill

So I’m having a little issue here. I was driving on the highway. Drive by a few speed camera which I didn’t see any flash in front of me. Because I made sure I wasn’t above the speed limit

A week later I receive a bill from the police for over speeding . Can there be a mistake. And do I contest this?
