Moving to Finland as an entrepreneur

Hello, I am from Estonia.

I am seeking to start a business in Finland, but I am little bit confused about information that I can see on https://www.infofinland.fi/

I am from Estonia, and i have Estonian ''long term resident - EU'' resident permit, but I don't have Estonian (EU) citizenship.

I am confused, on (https://www.infofinland.fi/) it is written that ''In Finland, anyone with a permanent residence in a country belonging to the European Economic Area (EEA) can start a business'' ,

at the same time there is written that ''If you ... are a citizen of a country other than a Member State of the European Union, an EEA country or Switzerland, you will need a residence permit to become an entrepreneur in Finland.''

So how it is ? do i need to have residence permit in Finland to start business there, as i don't have EU citizenship, or i don't, as i have EEA (Estonia) long term residence permit and start a business while resident permit application is still in process in migri.

if I can start business while resident permit application is still in process in migri, then how can I get the Finnish personal number ''henkelotunnus'' to register a business, open a bank account, rent a flat, etc., or i need to wait till migri will make the decision ?

It’s possible to start a Finnish business and be a foreign resident owner.

It is like in your country:
Estonian e-residency and opening a company in Estonia does not imply the right to enter Estonia or even live in Estonia.
Living in the country requires a residence permit.
