PR requirements

Consider two cases for PR after 4 years of residence:

1. Resident permit holder, family ties to Finnish Citizen

2. Residence card holder, family ties to EU Citizen (non Finnish)

How are the requirements for PR different for these two cases? Or are they the same?

Can you explain the PR requirements for residence card holders (married to eu citizen and living in finland)?
