Is anyone familiar with the program? I find it a little odd that Turku of all universities would offer this program, when they don't even have a Computer Science or Electrical Engineering program (at least not Masters programs). The program isn't even under an engineering division - it's administered by the Faculty of Mathematics and Natural Sciences.
I don't know of any other Finnish university which even offers a program dedicated specifically to embedded systems; Aalto and TUT offer Computer Science, or Theoretical Computer Science in the case of the latter . And I wouldn't expect it to be at the University of Turku, as I don't believe the city is known for software-related jobs.
I'm not trying to knock it by any means. Just some curiosities.

They certainly do have a Computer Science program, even for a Masters degree - not only one, but five to select from. Computer Science and/or IT has been a major available at UTU for a few decades or so. These below are programs/degrees mainly in Finnish for Bach.degree, but in english for Master's, so they have the programs and teaching available - at the Department of Information Technology. (And I've personally known a few guys who got their Master's exactly there, one of them over a decade ago. Some might also disagree with your info of Turku not having software related jobs.. sure, it is not Helsinki, but look up more info yourself.)
The second link below, has also higher engineering degrees (Diplomi-insinööri, DI) combined to M Sc.
