Ties to Finland

A friend of mine from Serbia has written a book on Finland history and role in world war 2 etc. Can he claim ties to Finland on the basis of writing a book and apply for citizenship earlier than 4 years?

4 years is the shortened period for people who have strong ties with Finland.

The normal time is 5 years then? How come everyone is applying after 4 years here on this forum?

Because the bar for strong ties is actually quite low.

Probably not. See https://migri.fi/en/period-of-residence A citizenship of one of the Nordic countries seems to be the only one where requirement for continous living in Finland is less than 4 years. It also states that exceptions can be made on an individual basis, but AFAIK ties to Finland generally refers to personal ties (family, relatives).
