Ties to Finland
A friend of mine from Serbia has written a book on Finland history and role in world war 2 etc. Can he claim ties to Finland on the basis of writing a book and apply for citizenship earlier than 4 years?

The normal time is 5 years then? Probably not. See https://migri.fi/en/period-of-residence A citizenship of one of the Nordic countries seems to be the only one where requirement for continous living in Finland is less than 4 years.
