Hi,
Is it possible for my spouse to apply for Residence Permit when visiting Finland on Visit Visa? I have heard that there are problems with doing this but I could not find any official source. If yes then would kids allowed to admit to schools here until PR is finalised?
I would appreciate any official source link if possible.

The residence permit part of the process is controlled by section 49 of the Aliens Act.

You can apply for permits from anywhere you want, it wouldn't make any difference. However probably it won't be finalised before their tourist visa expires. Therefore it would be meaningful to do it where they reside.
About kids, you need to apply for permits for them as well(in same application). As soon as they have residence permit, they can go to school, of course you must look for a school. I'm not sure how that should be done.
