Citizenship application - moving abroad temporarily

If I understand the rules correctly, generally, If one moves abroad even temporarily to another country while ones Finnish citizenship application is being processed, the application will most likely be rejected. Is anyone aware of any special circumstances under which the citizenship might be granted even though the applicant might be temporarily living abroad? The person in question has a pysysvä (P) oleskelulupa, has a Finnish spouse + children + property in Finland but might have to move to another EU country for a few years due to the Finnish spouse being appointed as a representative of Finland in a UN organization. Could this be construed as a special circumstance for example to make an exception for the application? Would this be something to discuss with an immigration lawyer perhaps?

When applying for citizenship on the basis of living in Finland, at the time of the decision the last two years must have been an uninterrupted residence in Finland.

If the spouse does not have diplomatic status and registers her EU right of residence the normal way, the rights in the other EU country would be like for a Finnish citizen.
From a taxation point of view, not having Finnish citizenship might be better.

It sounds like a good case for special circumstance to not get the P cancelled after 2 years of living abroad.

Exceptions are possible. You could just ask Migri to see what they think.

” Periods of absence other than short ones interrupt the continuous period of residence. The continuous period of residence is also interrupted if the periods of absence occur so regularly and are so many that the applicant may be considered to have stayed or stay mostly outside Finland. The continuous period of residence may, however, be considered uninterrupted if the absence is due to a well-founded personal reason.”

Also if one doesn’t mind loosing the application fee, it’s possible to just apply and see what happens. A negative decision on these grounds won’t have an effect on a future application.
