Hi,
For finnish citizens who leave Finland to work on another country the 3 years rule applies.
But does it mean that you end up paying taxes twice, in the new country and in Finland?

no, it means that you have to prepare your annual returns during those three years.

Do you mean that you just need to send the information to Vero about the earnings every May during those years? So just notify?

Most likely there is tax treaty that controls the rules. Usually you wouldn't end up paying twice. It could, for example, mean paying topup to foreign rates to Finland to reach Finnish rates.
