I wanted to get a work experience certificate (not a recommendation letter) from the University in Finland I worked a few years back. I sent an email to the HR and she is telling that as my professor is not working anymore, the head of the department should sign it. I need it within the next 7 days. She claims that if the head of the department does not show up, she cannot give me the certificate within 7 days.
My question is:
Isn't it the HR department that usually issues and signs the work experience certificate just stating that this person was working in this institution for "x" years and did not have any bad records (or such things)?
Where to buy? Where can I find? How do I? Getting started.

It's given by your superior when you leave the job.
