fishing in Helsinki

I understand to fish in Helsink I need to pay the 45 euro fee "Fisheries management fee". (Referring to this page: https://www.eraluvat.fi/en/fishing/fish ... t-fee.html). It says it is ok to fish with one rod with this permit. I see people lure fishing with 3 poles from shore. Is that covered under the same fee or do I need to pay an additional Helsinki fee to be able to use 3 poles? What about trolling?
