Close to the bathroom door (also the entry), but it's around the bathroom light switch.
Some sort of central heating switch? But the apartment is from 50s and each heater has its own switch.
The towel hanger in bathroom is hot anyway, so what's the purpose of that thing?

In my case, I really don't mind to pay more for a warm bathroom floor

it is not only for heating but also for getting rid of humidity and to avoid mold, if I am not mistaken it should be in constant use but not at high temperatures.

It depends. Often it's only for convenience.

In my case also to prevent freezing of the pipes in winter.... bad floor insulation , high electricity bill
If god would give us the source code, we could change the world
