Of course you can complain! I effin detest some of my own neighbours for similar reasons though sounds like you have it worse.

Look for some kind of form you can fill and the difficult part is getting someone else to sign them as well. I guess you should be asking around whenever you see someone from your stairwell who you think might also be hearing it. If you're unlucky, some of your neighbours can't hear a thing even with their hearing aids on.

With a second signature, the housing company has to take the complaint more seriously. If it's just you, they're not even allowed to do anything other than send a non-obliging notification. If I had sympathy for people who make such noise, I'd probably try talking to them first, but since I don't I "go for the throat". It doesn't necessarily make me popular around them but then they're idiots anyway. Not that they'll be told who's doing the complaining exactly.

That is a damn shame, so you will be limited to places with good public transport.
If I may ask (from OP): is there any particular reason to stay in Tampere? (Job / Family) could you consider moving to a rural village if an affordable dwelling in walking distance from a super market would be available?

Actually, in the Rental/Lease agreement is written that "quiet time" begins at a certain time and lasts until a reasonable time in the morning. Those who have purchased or own their apartment are also obligated to follow the same rules. Simply obtain a copy of those rules, get a Finnish speaking friend to help you find the appropriate rule, high-lite that rule and at three AM, ring his doorbell several times and then leave, leaving the high-lited rule where he can easily find it. Each time you hear the noises after hours, ring the doorbell at 3 AM and leave another copy of the rules. You probably shouldn't have to do this very many times. :evil: :evil:

Family. Everyone I know is here in Tampere, my ex is here and since we have our daughter, he wants to see her often too. Grandpa is here who helps out too a bit.

Haha, that's a good idea. I actually have no idea when the last time was I slept well. Last night there were 2 parties. I only slept 4 hours tonight. My daughter also slept badly and also she couldn't even do her day nap because it was so noisy. I wrote the landlord today about this. I am a bit afraid that he won't understand and be rude :( I have heard many times that landlords say "Then just move out if you complain". I hope that doesn't happen

And again. Last night no sleep, my daughter slept 5 hours. I sent an email to the landlord a few days ago, but nothing came back so far. I'm in constant sleep deprivation and my daughter too.

Have you contacted isännöitsijä? If the noise is loud you can always call the cops to chill the party. "Proper" way is first to send anonymous note to party posse and/or visit the party with baseball bat.

I had the same problem and luckily a few confrontations with my loud neighbor above solved the problem.
