harvesting rainwater illegal?

do you need any sort of permit to harvest rainwater here?

I thought it was illegal to harvest rainwater in some country due to high standards of drinking water and rainwater being high in alkaline/acid, also home treatment is not deemed to be safe for either consumption or feed to plants and fodders. Also there is water mafia network which funds the government that discourages the practice of harvesting rainwater.

The natural way of harvesting rainwater is called "lake", and Finland is the country with most lakes in the world.
Depending on where you are in Finland everything is frozen 3-6 months in a year.

If rainwater (even untreated) isn't safe to use on plants, we would have much bigger problems than complying with the law!

You shouldn't consume any rainwater that's been stored for any length of time in a non-sterile container - but the same is true of treated municipal water.

It makes no sense to stop people harvesting rainwater falling on their own property for use on plants - municipal water has to be treated for human consumption and that's relatively costly for use in watering plants. "Harvesting" rainwater from a wider area is another matter, and in any case would mean taking it from rivers or lakes or aquifers, which is not really rainwater any more.

I have a fond belief that the majority of laws in Finland are reasonable ... but I don't have any evidence for this.

Somebody with actual knowledge of the law or at least the relevant websites would be better able to answer...

Law says that rainwater must be dealt with properly. In future you are more likely to deal with your water company and their "hulevesi" bill.
