Importing car from Germany and import tax

Wasn't the whole point of EU being one tax zone and no customs between the member countries?

Why are we charged more for cars in Finland when you get same make and model for much cheaper in Germany? (they do pay the VAT there as well, albeit 1% less)

why pay import tax even on used cars from another EU state? what does the EU law says?

Are you claiming that you need to pay import tax for vehicles within the EU? or are you just annoyed and want to complain about anything... as usual.... or perhaps you mistook this forum as agony aunt....

Poland, Portugal, Ireland have their VAT at 23%, which is 1% point less than in Finland. Germany has VAT at 19%.

Are you claiming I can go to Estonia, buy new car with VAT exemption and drive back to Finland, pay the VAT and not have to pay any import tax?

You pay import tax for any car import and because Finland negociated to keep this tax when joined EU.

that's what confuses me the whole thing about EU. It started as custom free market access for member nations. Also this separate negotiations based on fantasies. No wonder Finland has the oldest cars on the road than EU average, leading to higher emissions and road accidents per capita.

You've obviously forgotten, governments don't serve the people, they are served by the people. They do this through taxes. Some are worse than others.

The EU isn't single federal country (not yet anyway) and the members have different approaches to private car ownership. In Finland they want to discourage people from owning cars so have steep taxes although not as high as in Denmark which is even closer to Germany where they don't hate cars so much, probably because they have a large number of voters working in car factories.
Don't try the argument that having lower car taxation would mean people driving newer less polluting cars (or even .. gasp .. electric cars) because that won't pass in Finland. The government wants to discourage private car ownership .. cars of any sort.
To preserve the ability of members to have different policies on cars there have to be special exceptions to the single market concept for cars, otherwise people would just buy them in the cheapest country. Same goes for the law stopping finnish residents driving foreign registered cars. This is not norway .. imagine the chaos they have with all those Teslas whooshing silently along the streets of Oslo.
