Not related to the issue but what exactly is this Inspection. Is it some kind of Fitness certificate for the car?
is it applicable for leased cars? (are the lessee responsible for this document and how frequent it is done)
And did they police check something and then fined you or did they somehow found this was not done?

The police can access the online database that tells them whether the inspection has been done.
