Not related to the issue but what exactly is this Inspection. Is it some kind of Fitness certificate for the car?
is it applicable for leased cars? (are the lessee responsible for this document and how frequent it is done)
And did they police check something and then fined you or did they somehow found this was not done?

Pardon me to ask a kind of unrelated question. I have booked appointment for seasonal car maintenance but I need to cancel the bookings but their contact phone number has not been going for a week now.

My question is that, in case I cant reach the mechanic workshop to cancel the booking, does that mean that they will charge some fee for not showing up?

No one can tell you. It's been Easter also, no one is working or expected to answer their work phone or email. You should contact them starting April 6th when they are most likely back in business. You would most likely get a bill for missing the appointment, but information about that should be on what-ever contract or appointment you signed, or their website or something.
