The criteria set to get this surgery with kela is very strict and it is almost impossible to meet their standards. I have a good Finnish friend that desperately needs the surgery and has been repeatedly denied.

Try Estonia/ Tallinn, might be cheaper there. I know that abdominoplasty is about half the price in Finland.
I bring up a point here. One pays taxes, expects healthcare, some stupid cow/bull diagnoses and decides if a horses hoof needs trimming and shoeing!
There's a reason I say remove taxes and replace with service fees. No service, no fees.
BTW, isn't the route GP > Gastroenterologist > Surgery? Where does Kela come in?
