In a poor country developers with several years of experience would move with their families to a different country to give their children better opportunities in life.
In Finland a developer with 5 years experience has a husband who also has a job, 2 children and no strong reason to move elsewhere.
The reasoning has no basis in reality. In 2018 alone, over 4000 persons with university-level education emigrated. Every year around 10.000 moves out of Finland. There are opportunities everywhere, and many people know it. Living abroad can also be a fantastic for the kids to get an international education.
So there is no basis to the claim "Finns rarely move abroad", and there is no basis for the lack of a strong reason.
