I have a question about how salaries and learning go with each other in Finland. Lets say, a programmer has salary of 2000€ and he is asked to shift to new project which needs lot of learning and study(around 2-3 months to learn new technology along with current work too).
How does it work in Finland? Do companies add some bonus or employer should ask for raise in salary? In India, it is 100% on company, some companies do not pay/gift any anything still employer has to learn new technologies to get new project in flow. In Finland, there are many rules which companies are supposed to follow for example: minimum salaries.
Also, do certification during job help in salary raise in Finland? Actually, this help in India.
Please advise.

In my experience in the the private sector in Finland, there are no rules or norms regarding what you mentioned. It's up to you to bring those matters to your employer and ask for what you think you deserve and make the case for yourself.
If you think your new knowledge or certification makes you more valuable to the business and thus deserve a higher pay, then you should definitely ask for a higher pay. At the end of the day, it's all about your perceived value to the business and how much your impact is on the business' bottom line.

Every case is unique. You can't measure the result of your application based on arbitrary anecdotes online.

In my experience learning new technogy or getting certified has zero effect on your salary. You just get the standard inflation plus 0.x% every year. The only way to get an increase is to change job or company. Learning new stuff is just expected in IT.

Experience makes you get a bigger salary but in most of the cases will require changing the employer to get a decent increase.

If you are working in a big company, you have annual "self development meeting" (kehityskeskustelu) with your boss.
There you can sell yourself, convince your boss how valuable you are in the company.
At the same time keep your eyes open to other job places.
You take care of your salary by yourself. No one else takes care of it.

For very big company is even more difficult to have a larger increase of salary. They may have salary limits min-max for the position you have, to be politically correct for everyone on the same position, if you reach the maximum level in you will need to change your job title which is also more hassle for them. My advise, if you think your company pay you too little leave to a higher salary.
