can a permanent resident of finland move to and work in another eu/nordic country with ones finnish spouse?

Not so sure. If you do not have EU citizenship then permanent resident status in Finland might not be valid for other EU countries, even if you are married to a Finn. My guess is, it depends what your own citizenship is and where you are planning to go.

Jussi is right. The short answer is a (qualified) yes.

All of the Nordic countries are Member States of the European Economic Area. The Finnish spouse in this case is a citizen of a Member State who is entitled to move around the EEA countries for certain purposes including work and studying. The citizen of a Member State is likewise entitled to be accompanied by immediate and dependent family members, meaning that these family members must also be allowed to move around the Community.

Unless a dispensation is granted, the permanent residence permit will expire automatically after the foreigner has been away from Finland for two years. It may also expire forthwith if the foreigner declares the intention to leave Finland or to settle in another Member State. This may not be a serious problem, as the spouse concerned will generally always be eligible for a residence permit on returning to Finland. However, it may be a good practical move to claim EC long-term resident status under the Directive that took effect on January 23 of this year. This status can be regained immediately on returning to Finland, so there is no need for a new four-year qualifying period.

And a shorter answer, yes, but then there is the other country's immigration/residence whatever legislation *that* country has you need to go through with.
