Yes, of course that makes sense if I am a resident. But if I put my kid into International School for EUR13,000/year, and have an international health care policy from the US that covers Finland then there's no burden to the Finnish welfare system (for that part at least).
Anyway, that is a mute point now, as someone already pointed out that it's not possible to stay in Finland for longer than six months without being subject to Finnish taxation.
Some countries have reciprocal arrangements with foreign countries to provide health care and public education for temporary residents: such as Finland and Australia (http://www.medicareaustralia.gov.au/you ... _italy.htm), and France and the USA, for expatriates up to a certain number of years. My original questions were trying to establish if there is a similar system between the USA and Finland, but it seems that there is not based on everyone's comments.
