First of all, I apologise in advance for this rather asinine, convoluted question.
I'm moving from the United States to Finland in January (yes, I'm nuts

), and my Finnish fiance and I plan on marrying a few months later. I understand that I'll need a certificate of non-impediment from the British embassy in order to do so, though. However, since the certificate of non-impediment costs 128 euros, and a sworn affidavit from the American Embassy is only 25 euros, I was curious if I could visit the American Embassy instead? I'm a cheapskate, to be truthful, and Finland is expensive enough. Since I'll be utilizing my EU status to live in Finland, I didn't know if suddenly deciding to use my American citizenship would jeopardise my right as an EU citizen to stay in Finland.
