What is the usefulness of this list for you? You won't get a student visa for basic education.

If we're talking about secondary level vocational studies... http://www.ammatillinenkoulutus.com ... I'm not exactly sure. In principle it should be possible (?) to get a student residence permit since the basic requirement is that the studies must lead to an academic or a vocational degree/qualification.

The UVI site states this:
www.uvi.fi wrote:A residence permit may be granted for study purposes at a post-comprehensive-school educational institution. Such institutions are mainly universities and vocational institutions. A residence permit can also be issued for studies at some other educational institution leading to a degree or vocational qualification
However, and this is the bigger issue I think, there are only a handful of secondary-level vocational programmes available in English - and I would presume that most of them are targeted for immigrants who already have come to Finland.

You can try and search at

http://www.koulutusnetti.fi/

...although, tbh, it seems that even on the English-language education search page, the drop-down menus are in Finnish... nice planning  ...but then again it probably wouldn't make much difference since there's so little secondary-level (that is, pre-university/polytechnic) vocational education about in any other languages than Finnish and Swedish.

To search for English-language vocational programmes, go to the above-mentioned search page and

1) choose the year 2008 (if this is not automatic)
2) where it says "type of education", choose "Ammatillinen koulutus" from the drop-down menu
3) where it says "Language of instruction", choose "Englanti"
4) THEN click on the "Start search" button.

It would be sort of reaffirming if we heard an affirmative from someone who actually has applied to secondary vocational education in Finland AND been granted a student residence permit on those grounds. Could be a tough one.
