This is a repost of a message I left on the old site in response to a request for English speaking book keepers for small businesses. I thought it would be useful here...

I have a Toiminimi, and have a book keeper that does speak English, and has been a great help to me, however there have been some misunderstandings in the past due to language...

Having said that, I am very happy on the whole. She's based in Hollola (Near Lahti, where I used to live) but I do everything by e-mail and snail-mail whith her these days.

It's pretty reasonable too. (compared, I guess, to Helsinki prices) If you are interested, drop me a direct line, and I'll send you her details.

I don't need a Finnish Cert since my Chartered Accountant qualification is recognised in any EU member state.

Recognition of foreign qualifications

As Finland is a Member State of the European Union, the Directives concerning the mutual recognition of qualifications has been implemented. The system for mutual recognition means in practice that for instance, if a German Wirtschaftsprüfer wishes to start professional activity as an authorised KHT auditor in Finland, he must apply for recognition. After passing a compulsory aptitude test, he will not be authorised, but his German authorisation will be recognised. He will be licenced and registered as a KHT auditor in the register of the Ministry of Trade and Industry in Finland.

There is no mutual recognition for auditors who have been authorised outside the European Union. There is no mutual recognition for firms of auditors either. These applicants should start from the beginning i.e. fulfil all the same qualifications as domestic applicants.

In order to get authorisation, the applicant coming from another Member State has to submit a written application to the Auditing Board of the Central Chamber of Com-merce if he or she wants to apply for recognition as a KHT auditor. If he or she wants to apply for recognition as an HTM auditor, the applicant must submit a written application to the Auditing Committee of a Chamber of Commerce.

The applicant auditor must give evidence (relevant documents) that he or she is fit as an auditor, does not carry out any secondary activities which are likely to endanger his or her independence as an auditor or the conduct of an audit, and that he or she has a full legal capacity.

The applicant auditor coming from another Member State has to give evidence that he or she has a professional qualification as a statutory auditor in that Member State.

In Finland the applicant must pass an aptitude test in order to get recognition for his or her foreign qualification. The aptitude test consists of part of the examination for professional competence.Thus, according to the Auditing Act, the applicant coming from another Member State must pass part of the examination of professional compe-tence as specified by the Auditing Board of the Central Chamber of Commerce and give confirmation before the Court. After confirmation, the applicant is registered as an authorised auditor (KHT or HTM auditor).

The procedure takes usually less than a year. The professional examinations are held once a year, usually on the second week of September each year

Thanks for the offer! but I've got a pretty good english speaking accountant who handles all my stuff, and to be honest, I'd rather a Finn was looking after my Finnish tax issues. (is that racist?) - hm, well, even if it is, the rules must differ to those in Ireland, and I can't afford any problems...

Isn't it an acountant different from an auditor?
I though an auditor was the same as tillitarkastaja or something sounding alike..?

Well, yes. I am not sure how high the aim was for. "Certified" here means you're an accountant/auditor.

But the regular bookkeepers in Finland have their own test, the KLT, that you can apply for after a number of years working as a bookkeeper. Then when you pass the KLT you can start a bookkeeping agency and apply for it to be "authorized" by the bookkepers' trust or something like that.

Coming back to the taxes - I just got my fat bastard of an envelope. I don't know which day now I shall get my act together, get all the papers spread on the table and start to try to get it all done. Nothing seems to pass the tax office - this year though I must remember to take a photocopy of the stuff I claim and see what goes through. Last year I forgot and they don't put there but the things they accepted... which wasn't much.
