salvaging of batteries

I currently live in Lappeenranta. All tenants in our appartments have an instruction for separate collection of waste.
According to the rules, there are four kinds of waste: paper, cardboard, dry waste and organic waste.
Unfortunately, the instruction does not contain any word about discharged batteries. As I know, it is forbidden to collect batteries with usual household waste.
I heard earlier, that for this purpose use special terminals ( as for empty bottles ), however I have not ever seen it.

Could anybody advise me - what should I do with discharged bateries ?

In addition: we have the same situation with flourescent lights and consumer electronics.

Shops that sell batteries are required to also take (free of charge) old ones back. You can likely see boxes in supermarkets if you keep your eyes open. I do not know about Lappeenranta, but in Helsinki area old fluorescent lights are accepted at least at hardware stores and Ikea (in addition to the communal collection points)

So in practice it is Gigantti. Others are even further and not as nicely open.
