So translated this means that in Pohjois-Karjala about 40 % of foreigners are unemployed. But now for the interesting bit: in September 35 600 foreigners were looking for a job. Of those 35 600 only 15 950 are called unemployed.

Now if you think about the maths: if 40 % of foreigners are unemployed, and that 40 % equals to 15 950, then that means that in total there are only 39 875 (15950/0,40) foreigners (in these statistics). And of those 39 875 there's 35 600 looking for jobs. Thus only 4275 are registered as truly employed. That's an employment rate of about 11%. (I know I don't have all the numbers here, but with the numbers given in the article this is the result.)

Dunno... Ph.D. in mite warts? That is if your food chain is into biology. Usually any talent/experience that isn't available locally or is in high demand. Or then a job low in the food chain that the locals ask for too much money the employer doesn't want to pay - but can get 3-4 people working for the salary who think its a good deal.
