If it wasn't regulated, then every walkway would be full of little carts selling this or that. Or at least that is what they fear, I think.

I wish they would use the same principle when yet another hairdresser seeks to open their place

Personally I'm not interested in Fish and Chips nor it's likely that I'll be wandering Fri/Sat night in kamppi, but anyway my best wishes of success to the FnC man

Oh if only! I really miss being able to phone up for a decent takeaway, don't understand why its not an option in Helsinki, capital city, 1000s of restaurants?!

Takeaway is an option in quite a few restaurants. I'm not in the habit of buying that myself, but those places do exist (e.g. Peking on Aleksis Kiven katu, the first one that came to my mind). If anything, some don't have a website, so you'll have to walk in and/or get a menu the first time you visit. What's 'decent' in one's book may vary, of course.

On another note, delivery is not limited to just pizza either, there's kebab, falafel, pasta dishes, tex mex, Indian,... that some restaurants offer, see http://www.pizza-online.fi (despite the name, it's not just for pizza).
