Belgian or Dutch in Pohjois-Karjala?

Or their any Belgians of Dutch who live in Pohjois-Karjala - Itä-Suomi? With or without kids? We would like to celebrate this year "Sinterklaas" but don't want to travel all the way to Helsinki with the kids.
