and while interleukin is probably quite right that it does not prove much (my "virkamiesruotsi" is rather rusty too), getting one isn't trivial for non-Scandinavian immigrant.

Yeah, as Uphew understood, my point was not that there was no official requirement, merely that a piece of paper does not mean the person is able/willing to communicate in a language.
