I make it a bit easier for you to understand.
Kela the social/health network can only be entered by you contributing money to the system.When you get a job here as an employee, you automatically pay money into the "system" and your not classed as a member of KELA.
You have to apply for KELA and provide them with the details that you are working and that you already paid contributions to them.KELA then accesses your tax details , your already paid contributions and determine your Coverage eligibility by the "length of stay".

To the immigrant who never plans to retire in Finland, Kela is discount card for when he is sick,and some other handy things that we need.
But if your never sick and you never retire here , then Kela is considered a mandatory contribution.Just something that costs you money.

2. Would it be possible that as soon as I move to an apartment in Finland, the landlords would automatically charge KELA, so that my savings wouldn't hurt that bad?
That was way funny, in fact i don't think this way of thinking is uncommon for foreigners when they do a brief look at coming to Finland to live.
My guess is this way of thinking is why Finland has so many entry applications.

To be honest coming from an English speaking country means if you finally get here its easy to abandon the Finnish language and force every situation into the English language.So i would say that unless you have a great business plan and something that the FIN companies need , then your no better off than some random country immigrant who is forced to enter the FIN speaking world because their own language is useless here.

By the way, you will discover that indeed you are free in the US, more so that you realize , and it takes living in places like Finland to discover that.
I would not necessarily say anything is bad here(Europe), but the word "mandatory" jumps out at you often.
