You are mixing up Finland with somewhere like China or Russia where they try to keep a control on their economy by restricting the amount of currency in circulation. This is almost impossible for Finland since they use the Euro. The bank of Finland might want to limit how many euros it prints but the other eurozone banks print them as well, so any control on currency in circulation is pointless on a country level.
You can keep as much as you like at home. There are limits on how much you can travel outside of the EU with and there are dogs trained to sniff out paper notes. You will see them in use at airports (eg on flights departing to Dubai) since those of a south asian origin are prone to run their businesses on a cash basis and then try to take the money out of europe in cash (see any episode of "customs UK").
