Heres a hint , why would Vero give you a tax at source card for a 6 month contract when you can only work for 90 days, they wont.
Specialist has nothing to do with specialist resident permits, they are different.
A tax at source specialist can be a host of things, look at the tax at source card application , it has a section for students.

It is correct that Swiss citizens do not need a residence permit in Finland, but Switzerland is not a member of the ETA (English: EEA).

so, I assume there's a "job" that can be done without a need for residence permit albeit for less than 3 months provided that the person holds a valid visa or from a visa free country. And of course, Europeans need residence permit (or some kinda of registeration) if the duration of stay is beyond 3 months.

Who cares? The tax office is only an authority when it comes to tax issues. Citizens of an EEA country or Switzerland don't need a Residence Permit, they have to register their Right of Residence when staying over 3 months.
