It is mainly about the "tourists" who come and then try to stay and use the resources we have to pay tax for.
The normal tourists can get plenty of help.

Tourists are very welcome in Finland, and especially for tourists from Russia Finland is actually a pretty popular destination.

The point is that there is likely a huge gap between your dreams and the reality.
If you plan a vacation based on these dreams that's fine - no matter whether or not you will like the reality, it will be an interesting experience for you.
Planning to move permanently to Finland only based on your dreams would be stupid.

For what it’s worth,
here’s a couple of Excel worksheets tallying the monthly and annual overnight stays in Finland by the visitors’ country of origin.

Especially non-assimilable visitors ,every country loves those ones.

A lot of things have been said on this forum but I’m not sure where you would get “negative attitude towards tourists”.
Well nobody exactly likes those gipsy beggars do they? And they are... "tourists"... eh

Well, it’s the difference between a tourist proper (in the sense the Tourist Board defines tourism) and someone who is... technically a tourist but doesn’t play the part.
