This is probably a very short job for somebody who has the necessary equipment, but still.
I'm trying to attach jalousies in my apartment and I'm totally failing. I need to drill a few holes (16) in the lintel above the window, but it just doesn't work. The house is from the 60s, so I thought it is concrete, but there is either something very hard in that wall or it isn't concrete. My own little rechargeable drill managed an about 3 mm deep hole, so I borrowed a big cable drill from a work colleague. Now the first hole is about 1,5 cm deep and that's it. No matter what I try it does not get deeper (the wall plugs are 3 cm long). I've tried different areas but it stops at about the same depth each time.
So, I am looking for somebody in Kallio area who is willing to attach those jalousies for me and has the necessary equipment to drill holes in extra-hard walls.

Trying to drill without any hammer action in tool... you haven't drilled concrete if you tried that. With rechargeable that 3mm sounds about what one would expect. Basic sub 1kW drill and 1,5cm.. the bit is done? Basic sub 1kW hammer drill and you'll make the holes... in a day or two. Proper rotary drill hammer and 16 holes, about 10 minutes.

I guess you can get a really basic one in Clas Ohlson for 40 Euros. (remember to get proper masonry drill bits)

Are they on the inside or the outside of the window?
Did you check if you need permission to install shutters?
BTW you can buy blackout roller blinds in most hardware stores and larger supermarkets.

clas has a mains powered one for 30 euros (I have it). I guess it's OK for 12 holes.
btw. Etola sells blackout curtain liners.

I have a drill, even a more expensive one. But as described above, it does not work. The cheap models are all not powerful enough to drill the holes. And I am definitely not interested in spending hundreds of euros on a model that is able to do the job. Not for a one time occasion. I spent the last four(!) weeks trying different approaches and buying cheap tools. By now this and my time spent on this project could have easily bought me a professional. I don't ask for help until I am sure that I can't do it by myself. Yesterday I've reached that moment, but well, I will someplace else where I can find somebody who is willing to help me in exchange for money or whatever else. The website I used for finding moving help also seems to offer repair people.

Hammer drill is iskuporakone if you need to buy or rent one.
As he persisted, I was obliged to tootle him gently at first and then, seeing no improvement, to trumpet him vigorously with my horn.

Well, I haven't had any trouble with my cheap one (apart from it's habit of going in reverse - solved with some tape). We live in an elementti talo; all the walls are thick concrete. Perhaps using the correct bit would help?
