After one year's residence,can foreign students [outside of EU,with student B VISA] apply for kela card?

Off course you can apply, but you won't get it.
Only people who are resident for an other reason than study have a chance.

Sometimes, after 2 years you may be able to apply for a Kela card, if you are not from a EU country.

To the OP:
You - cannot - receive a KELA card or KELA benefits with a B (temporary, including student) permit. You have to change your status to an A. (The following only applies to NON-EU citizens) How can you change your status to an A while still studying? A) You can get married to or be in a domestic partnership with a Finnish citizen/permanent resident/Accepted Refugee status in Finland B) You can find a full time, permanent "vakituinen" (over 37,5 hours a week) job that does not interfere with your studies, classes or study schedule C) Start your own business, or Toiminimi/Osakeyhtiö, that financially supports (which i believe that latest legislation was a profit of 1200 euros a month for your personal expenses after all business costs are taken out D)Apply for refugee status in Finland if you are in danger of suffering persecution or death in your home country. If you don't fit into one of these categories, then you are stuck with a B until you able to eventually to squeeze yourself into one of them... Good luck with your studies...

Hi everyone,
sorry that I brought this topic up after a long while.
what if other than being a Student outside of EU, one has a Finnish gf or bf but have been staying here for less than 2 years so can't get the residence permit for the reason of living together? is it possible in any case that Kela can help in some expenses with this situation? with or without a job?

In dealing with Kela it is wise to see if there are any arguments they can use not to pay you anything. Not hope for loophole that you can use.frnsh wrote:Hi everyone,

- non EU + student RP = no Kela.
- EU + no registration = no Kela.
