EU registration, Maistraatti and Kela

Hello everyone!

I have a question concerning about registration in the police as an EU citizen, maistraatti and kela. For example, if you register yourself in the police (with sufficient funds for example) and the registration there goes fine and you get the paper and go to maistraatti. In maistraatti you would like to apply for the ID number and get the PERMANENT registration. But supposingly, this would not make sense as you do not have a job for example or you are not married. My case is that my Spanish boyfriend is moving here and I have been asking from maistraatti and police, if he is able to register himself in Maistraatti as permanent even though he does not have job yet, but he knows that he is gonna move here as permanent. I have asked several times in maistraatti this and they have told me that it is still possible to register him there as permanent. But this is in contrary with everything and it does not really make logic for me? Also in police they said everyone will get same kind of EU registration paper and they do not differentiate on which basis the registration was done. And also from INTOFINLAND.fi they told me that with that registration (only with the sufficient funds, no job yet) he can apply for kela as he has the ID number than and their requirements for applying the social security get filled (we have been living together for 6 months). But if he does not get the permanent registration/ID number in maistraatti, he is not able to apply for the social security or can he? Or do kela check only their requirements, because I guess they have different requirements for being permanent than for example the police. But still, from maistraatti they said it's possible to get the permanent registration/ID number. So strange...

I hope this text is not too difficult to understand. It just hade me more and more confused after calling to kela, police, maistraatti and everyone gives me unlogical asnwers. I do not know if they just don't understand me or I am just understanding them wrong.

Does someone have real life experience about this?

But still, from maistraatti they said it's possible to get the permanent registration/ID number. So strange...
If the situation is: "coming > registration > hand outs" he'll have a difficult time getting the registration.
The confusing answers you get are due to the different interpretations of the EU "right of residence".
And the "right of residence" and "right of social security" are not identical.
The general experience is without funds no registration.

Ah okey thanks :) But what do u meant with the "hand outs" in the first sentence?

Social benefits.
Finnish tax payers (= the people who decide over your registration) are not in favor of giving tax money to people who have not contributed anything (i.e. new foreign arrivals).
