Door handler problem: how much does it cost to fix?

I seem to have some problem with my door to the balcony. The handler does not open any more.
How much would it cost to get it fixed?

Sounds like you live in an apartment house (you own shares in a housing company)? There is probably two doors, inner and outer ones - which one has the problem? The standard division of responsibility is that the housing company is responsible for the outer one.
