What is the difference in practice
between siihen vs sinne?

Grammatically, siihen is the illative form of se
and sinne is an adverb (ie. sublative of se).

It seems however that sinne can be sometimes
used in place of siihen and vica versa.

When to use siihen and when to use sinne?

That would be "tuonne", sorry (mennään tuonne missä kaveri on) Sinne would work if you dont see your friend but know where he is.
