There's no 80% rule. Support for rent can be anything from 0% to 100%. For example if you are on toimeentulotuki from the municipality then you will get 100% of the rent from Kela+municipality as long as the rent is under the limits set by the municipality (for example 675e in Espoo).

Getting on the integration program requires a residence permit or registering right of residence. If you do those based on having a job, then you are not eligible for jobseeker benefits.
