There's no 80% rule. Support for rent can be anything from 0% to 100%. For example if you are on toimeentulotuki from the municipality then you will get 100% of the rent from Kela+municipality as long as the rent is under the limits set by the municipality (for example 675e in Espoo).

Of course, there is something called an integration programme. And probably this is what the guy told you or meant. You dont even have to be EU citizen for that.

Getting on the integration program requires a residence permit or registering right of residence. If you do those based on having a job, then you are not eligible for jobseeker benefits.
