Applying for PR without an appointment?

I have to apply for PR before 15th Oct as I will be out of Finland after that.

I live in Espoo, but Espoo Police don't have any open appointment till Dec 1st week.

Any ideas what can I do now to apply for PR?

1.Booking an appointment with Salo police and apply from there?
2.Walking to Espoo police directly, taking a token and explaining my situation to Espoo police and submitting the application if they agree. But my friend said that he was said to come with an appointment when he walked directly.

The state ombudsman has said that you have the right to queue with a token (it just doesn't have to be fast)
