Travel card discount for a student over 30 yrs.old

Hello everyone! I'm a UAS student, I have just turned 30 which means I am no longer entitled for the student traveling discount. At HSL office they told me that I should go to KELA and apply for the grant (student financial aid) in order to get the discount. When I came to KELA they said that I cannot get the grant because I don't belong to Finnish social system (I'm from Russia). I'm so confused now, is there no way for a non-Finnish resident to get this grant? Please help me, any advice is appreciated :)
