This seems so obvious, but I can't find anything that seems to have real traffic. Where in the world would classifieds for Oulu exist? Craigslist here is basically all spam. Any tips appreciated.

I'm hoping to post some listings for tutoring, if that helps.

In Oulu
Go to any K/S market - at their entrance you will find a junk of all classified papers - and on the notice board the personal adverts as well - pick or post one.
If still feel unlucky then its your nose limiting you to be lucky - you know what to do

I'm gonna make him an offer he can't refuse. I'm gonna grant him all my old underwears that fit his head helping his nose stays in place

I hear there are also several active Facebook groups for various localities. Here’s a list of them for Helsinki, maybe there is something similar for Oulu:

As caster told you, supermarkets have bulletin boards at their entrances where locals often post various ads.
I am not sure how much of this is applicable to services vs. tangible goods though. Make sure to read the rules of the service/forum/group/bulletin board before posting.
