Is tution fee in universities applies in Finland to those who has Work Permit(Residence permit A) for 4 years with passport from India?

Kiitos

It depends what language and university you do the degree in. The tuition fees apply to all non-EU citizens studying in any English-language program at any university.

At some universities, the fees do not apply to anyone studying for a degree in Finnish or Swedish, regardless of nationality and permit type.

If you have a permanent residence permit (not a fixed-term A permit), you're exempt from the fees everywhere.

For reference, here are the relevant rules at the University of Helsinki: https://www.helsinki.fi/en/studying/faq ... holarships

As you can see, even a non-EU master's student there would be able to study in Finnish or Swedish for free.

No, there isn't.
Every case is unique. You can't measure the result of your application based on arbitrary anecdotes online.

Fees are not allowed for any program in Finnish or Swedish

"Yliopiston on perittävä muuhun kuin suomen- tai ruotsinkieliseen alempaan tai ylempään korkeakoulututkintoon johtavaan koulutukseen hyväksytyltä opiskelijalta vähintään 1 500 euron suuruinen maksu lukuvuodessa. "

Incorrect.

Won't bother translating the details. Beep_Boop's answer is correct.

Ah, somehow missed the "jatkuva" part. I stand corrected!

Strictly speaking, this says they must charge tuition fees for programs not in Finnish or Swedish, but it doesn't say that they cannot charge fees for programs that are in Finnish or Swedish. I doubt many universities would want to do such a thing, but I can't find any part of this law that forbids it. Maybe it's a different law? I know this doesn't address OP's question, but I'm now curious myself.

The ban is in section 8.

Incorrect! If you have a continuous, fixed term, A residence permit type you are also eligible for the free tuition. No matter how many years your permit has.
